You can display extra shipping information to customers viewing their shopping cart. It makes no difference if the store is setup to use the standard shipping or uses zip code only calculations. It will show up in either case.
To use this feature, you need to input the information that you would like to be seen into the textbox labeled "ShoppingCart_ShippingAdditionalInformation_string,". This is located under Content > Power Features > StoreText & Languages.
If you have not already done so you will need to create a new StoreText file
and the assign it to the store under Settings > Store Information > Basic Information
Now Go back to the new store text just created and click its Name or edit button to open it for editing

In our example we will simply be inserting a link to UPS's website.
Select 'Shopping Cart' from the dropdown. Here enter the search term "additional" to find the following localization key: 'ShoppingCart_ShippingAdditionalInformation_string'
Click on Edit.
In our example we will simply be inserting a link to the UPS website. (If you do not desire to use this feature simply remove any text from the box and nothing will be displayed.)
Search for "Shipping Additional Information"
Once you have clicked save, navigate to the front-end of your site and test it out by adding a product. Now go to the shopping cart, and get a shipping estimate. The information you just added should now be displayed.
